Short Film:
On Disc 1, from the main menu, go to "Frank's Favorites". Within the previews click on "The Chubb Chubbs" to view the short film.

Bonus Feature:
The fourteen "Alien Broadcasts" (which are viewable during the feature presentation) are directly accessible in two ways. You may either advance to the time given while in "Alien Broadcast" mode, or you may enter the title number given to directly access the clips.
